The beginning of Milan reconstruction: building activity between the Liberazione and the adoption of the new city plan and of the reconstruction plans (1948). Committees, “in precario” (temporary) building permits, conservation problems. The paper presents an evaluation of the processing activity of requests for construction authorization carried out by the City of Milan, through various committees, in the period 1945-1947. This was the initial phase of the reconstruction of a city heavily affected by second world war bombings, a city with no plan, after the suspension of the 1934 Albertini plan decreed by CLN in 1945, (but with many building contract stipulated with private investors still in force, especially in the central areas), while every construction activity was interdicted. Analysis of the data returned from the documents is accompanied by an evaluation of attempts of committees to face the conservation problems raised by the reconstruction activity. In the same period the City of Milan was working out a new plan, the implementation of which, however, was frustrated by a long approval process, while the release of a large number of "in precario" (temporary) building permits was starting.
Il contributo presenta un bilancio dell’attività di esame delle richieste di autorizzazione per opere edilizie svolta dal Comune di Milano, tramite diverse commissioni a ciò preposte, nel periodo 1945-1947. Si tratta della fase iniziale della ricostruzione di una città colpita pesantemente dai bombardamenti, priva di piano regolatore (dopo la sospensione del piano Albertini del 1934 decretata dal CLN) ma con molte convenzioni ancora in vigore, soprattutto per le aree centrali e in regime di blocco dell’attività edilizia. All’analisi dei dati restituiti dai documenti si affianca una valutazione dell’operato delle diverse commissioni di fronte ai problemi di tutela posti dalla ricostruzione, nella fase di definizione di un nuovo PRG, la cui attuazione verrà frustrata da un lungo iter di approvazione e dal rilascio di un altissimo numero di autorizzazioni “in precario”, consuetudine che ebbe inizio proprio nel periodo considerato e che divenne in seguito dilagante.
