The paper describes a research carried out in order to develop procedures and tools to improve Public Real Estate management through the coordination of inventory activities, information management and energy rehabilitation strategies. The research starts from some characteristics of Real Estate management processes: low efficiency in inventory processes due to the lack of a preliminary scheme of knowledge needs; difficulties in information management due to the fact that various management areas (energy, maintenance, etc.) produce and use in different manners information on the same building elements; the increasing interests and requests both for energy rehabilitation and for maintenance performance in residential buildings, especially for those elder than thirty years. The aim of the research is to propose procedures and tools to support knowledge and decisions in order to gain energy rehabilitation strategies using few key information related to buildings. The tool is adequate to the strategic analysis and decisions taken by owners at the scale of great building stocks; strategic lines most appropriate to the specific characteristics of each buildings can therefore be adopted. The basic assumption is that energy performance needs to be taken into consideration at large scale and at the stages of buildings inventory. For this reason, the research examined the inventory processes in order to define the information necessary to quantify the potential energy saving and to obtain the energy performance certificate. Besides the proposed tool aims: - to assess the aptitude of the buildings to receive different technical solutions for energy rehabilitation; - to aggregate heterogeneous parts of the Real Estate (similar for age, construction techniques, morphologic aspects, etc.) apt to be rehabilitated through the same techniques; - to plan at different scales of the Real estate the interventions in relation to the expected benefits for energy savings and emission trade.
