Planned conservation is a systemic process. Concerning underused or disused heritage, the ex-ante identification of appropriate new uses is crucial for the socio-cultural and economic sustainability of preservation strategies. Identifying appropriate uses for neglected heritage is a progressive decision-making process, involving stakeholders. The paper describes an iterative methodology to deepen heritage reuse and governance issues within planned conservation and management strategies. The method was developed within a strategy for valorizing the disused heritage of Milan’s care institution “ASP Golgi-Redaelli”. By fostering participatory processes, the method proposes a multi-scalar interpretation of heritage as part of landscape systems based on its potential role in renewed sociocultural contexts. By comprehending heritage intervention and reuse limits, the approach identifies economic and technical feasibility for planning long-term conservation and management actions. Given the complexity of the institution’s assets, the method was applied to four disused buildings: a hospital, a farmhouse, two churches. The application of the method allowed for identifying a new set of place-based uses according to the heritage historical-architectural features and the requirements/expectations of the socioeconomic context. Furthermore, the flexibility and scalability of the tool were experimented with to aid in its enhancement and application within new planned conservation strategies.
