The district of Monza-Brianza has a rich artistic and cultural heritage, both in quantity and importance. To enhance this heritage represents one of the main strategic action currently carried out by the District in order to promote economic, social and cultural development of its territory and improve its competitiveness. Many actions have to be implemented by policy makers to finalize their strategies for attractiveness. One of these concerns the knowledge of the heritage and its potentiality. This paper presents a supporting model for the decision-making process that provides the basis to define the vocation of buildings/areas, thus helping the drawing of future development scenarios. This is made possible by a measurement system where the characteristics of a territory are assessed with reference to some key factors that are internationally known. The model has been applied to a real case study. The selected area is located in Mombello-Limbiate and it is characterized by a strong historical vocation due to the presence of the ex-psychiatric hospital dating back to 1863. This area is currently the subject of significant reflections on possible scenarios of development. The study has identified the vocation of the area in terms of possible new uses according to the guidelines of Horizon 2020. The study makes an original contribution to the field for two reasons. At first, it apply established methodologies (those typical of decision support model) to a new field; secondly it produces a real tool internationally applicable that allows to analyze a territory and its peculiar characteristics.
