The article sums up the debate on mobility, the focus of a new paradigm that aims at interpreting and describing the challenges raised by urban policies. Focusing on mobility rather than on infrastructures highlights the rhythms along which urban populations live and use cities and city services. Spatial mobility is not just a matter of moving. It describes the spatial and temporal variability of urban practices. As far as urban policies are concerned, it is a question of focusing on the software (mobility) and less, or not only, on the hardware (infrastructures) to produce more effective and sustainable action.
