An innovative automatic certification tool for the assessment of Public Transport performances indicators and the management of service contract

The paper aims to present an innovative module (CERT&Info) for supporting the public transport Operators in the service operation certification and validation process from one side and, from the other side, Contracting Agencies (or Public Transport Authorities) in service performances monitoring and service contract management. The module has been designed and developed by MemEx in an European project partially funded by the Italian Tuscan Region government. This module is able to import data produced by any kind of AVM1 system and service planning system, and to allow, using specific user friendly cross-analysis functions, the identification of service cases where the reported data are not consistent and the detection of the incompliance between the scheduled service and the operated one. The paper explains which needs of Public Transport service are covered by CERT&Info module outlining the related added value and potentials. Moreover the paper describes the verification methodology and criteria implemented by the module and the operational scenario supported in the certification process. Then the module architecture and functionalities are detailed. Finally the results of the module implementation for validating the Public Transport service carried out by Tiemme, one of the largest Bus Operators in Italy, are presented together with the conclusions on the next actions for module extension to other ITS systems and transport/mobility services.
