The objective of this volume is to give a framework to understand such complex phenomenon named eGovernment and the different conceptual models that can explain why eGovernment sometimes works successfully while in many cases it has been unsuccessful. The framework proposed in this volume aims at first classifying eGovernment applications and to identify, for each class, the main problems that still need to be solved in order to achieve true eGovernment, intend-ed in its full meaning. We present eGovernment systems supporting Employment, as a paradigmatic example of eGovernment functions. These systems, in their complexity, well col-lect most of the salient aspects of eGovernment system.
