This studyfocusesontheprocessofPerformanceMeasurementSystem(PMS)developmentinthelocal public transportationsector.Thisdevelopmentreferstothetrajectoryfromdesigntoredesignandfrom the initialuseofthePMStonewwaysofuse.Thedesign,useanddevelopmentofPMShavebeen investigatedfortwodifferentcitiesintwodifferentEuropeancountries.Ineachcase,thePMSdesignand its useareshapedbyadifferentprocess.Bothcitiesimplementedthesameguidelinesenactedatthe European levelbutwithadifferentlocalPMSdevelopment.InsightsaresharedontheprocessofPMS development. Notionsasmasculineandfemininecultureandtheirrelevanceforgovernancestructure are usedtoexplaindifferencesinPMSdevelopment.Themain finding isthatPMSfollowsstructure. A multi-layer,multi-actorstructuredworldforcesthePMSintodialogue-baseddevelopment.
