The research aims at identifying a multi-level strategy applied to the different stages of the building process, with the scope of improving the energy, environmental, social and economic performances, in connection with the urban district. The research is applied to the case study "Sustainable Campus", a multi- and inter- disciplinary project of energy / environmental up-grading of the building complex formed by the Leonardo da Vinci Campus, Università Statale di Milano and its neighborhood. The research aims to contribute to a sustainable transformation of the built environment, creating the conditions for the establishment of adequate scenarios, new economic impulses to the market and new opportunities for constructors, manufacturers and facility management companies. The research, sharing common goals and results of international recent and current projects, starts examining the harmonized standards for assessing the sustainability of construction works still under development by CEN (TC 350) on behalf of the European Commission. The research also attempts putting in relationship the existing assessment methodologies at the Italian national and such urban levels. From a set of key performance indicators (environmental, economic, social) selected from among those currently being developing at the international level, the method aims at involving the stakeholders in the decision-making process, particularly with regard to the actors of the construction industry. The contributions are managed by applying the methods MCDM (Multiple Criteria Decision Making). The research calls for further developments in the direction of the identification of harmonized indicators, effective and strategic in terms of performance measurement, in relationship with the objectives of sustainability, in a perspective of continuous improvement and also thanks to the triggering of a virtuous circle of leverage in the construction market.
