Service innovation is a new challenge for local public authorities, as they are faced with increased social problems and opportunities for improving quality of life of citizens. A way to cope with this challenge is to explore the phenomenon of open data in order to address social needs of the citizens. Public sector service innovation can be organised by local public authorities through collaborative processes enabled by open data. This research explores public sector service innovation thorough an ecosystem of seven organisations in the Trentino territory in Italy. This research presents a model for public sector service innovation. From this model citizens and SMEs can suggest improvements for service innovation to the public authorities that come from the innovative communities. The open data phenomenon could be considered fundamental in supporting public local authorities for organising and managing innovative services for improving quality of life of citizens.
