Introduzione agli scenari normativi

According to the European directives, the national framework of the legislation on the energy has evolved several times in last years, with continuous upgrading of the building requirements and simplification of the procedures for the works permission. The need of retrofitting large amounts of existing buildings (in order to improve the energy performance and comfort, and to exploit the capacity of renewable-energy producing) implies that a large variety of processes of intervention could start side by side; but the traditional models and tools of governance of local administrations seem to be no more suitable to drive and control the outcomes of a large part of these interventions. As a consequence, innovative and effective strategies should be developed, on the base of a deeper awareness of the local characters and potentialities.
