The aim of this research is to explore the current links between a low carbon economy, such as saving energy, reducing resource depletion, lowering emissions, and territorial planning in order to understand how such combinations could enhance the resilience of the system. With reference to this, we consider resilience as the ability of the system to react, to overcome the issue determined by vulnerabilities and to transform losses and damage into opportunities.
