The paper reprts a study performed on the municipality of Melzo (Milan) province) regarding the management of development rights: the existence of residual volumes within built areas of the city represents an opportunity for the admnistration, which is interested in creating a development right trade through the application of Gis technology. The territorial Information Infrastructure in region of Lombardy (IIT) is strictly connected with the Topographical Database, as it has been chosen as its proper cartographical base, but integration with the cadastral information is required to manage processes and procedures related to the territory: a geometrical alignment between the Topographical Database and the Land Registry Map can be a starting point for the automation of all such processes and procedures
