The promotional slogan of the WWF campaign ‘GenerAzione Clima for a Million Efficient Condominiums Within 2020’ states: ‘one million efficient multi-storey buildings in Italy would account for 40% of the reduction target set out in the Kyoto Protocol for Italy’. At a building level, effective retrofitting/refurbishment actions should also take into account the administrative issues related to the types of owners available in reference buildings (in thousands). Interacting with different types of owners in condominiums could mean facing real and remarkable social limits to retrofitting/ refurbishment of available buildings. Such works shall be carried out also in view of Legislative Decree No. 28 of 4 March 2010 on civil mediation. This work aims at introducing the aforementioned facts in compliance with Legislative Decree No. 28 of 4 March 2010.
