The article analyzes the main regulatory problems of the new direct highway between Milano and Brescia. The highway A4 is already present in the area interested by the new infrastructure; the new project will be realized in Project Financing according to the application of the CIPE’s Directive 1/2007 about highways concessions. The objective of this article is to underline the main problems of the Convention signed in March 2007 between BreBeMi SpA and the regulator CAL SpA focusing mainly on the risks analysis.
