Isolation can compromise the competitive power of the European Union in the international scenario and only a territorial policy, institutionally coordinated both at a national and a community level, that can be borne from a financial and engineering point of view, will really enable a concrete development and the economic, cultural and political integration among the Countries members of the Union. This is the aim of the transport “modal policy” elaborated by the European Union which provides for the creation of the Trans-European Network (TEN) and the Pan-European Corridors, spread along the Northern/Southern and Eastern/Western lines and able to guarantee the full mobility of goods and people in the community territory. The European integration process also involves the big metropolitan areas for what concerns the urban improvement, the resettlement of the common spaces fungibility and the reorganization of cities and transports. Considering the growing dynamism of the current system of life, the reallocation of spaces in big cities provides for the creation of new poles of urban aggregation near the railway, airport and metropolitan junctions.
