This SPARC Europe report presents the findings of the Feasibility Plan for a European Alliance for Open Education (FEUR-OE) Project in the form of a Feasibility Report. In 2025, we investigated the need for and interest in establishing a multi-stakeholder alliance to drive systemic change in the European higher education landscape, with a focus on open education. We found unanimous agreement that enhanced international collaboration is essential for meaningful change, and there is a clearly articulated call for a broad European open education alliance from a range of professionals, experts, and organisations.
