The study assesses land take risk across the Milan metropolitan area against the reduction targets set by Regional Law 31/2014 toward zero net land take by 2050. Findings indicate that, with approximately 2,500 hectares still designated for conversion, the legal targets are far from being reached. Classification conventions, fiscal fragmentation, and insufficient supra-municipal coordination are identified as the structural barriers underlying this shortfall.
