This chapter applies the Mediation Grammar (MG) methodology to assess how immigrant families access and experience public primary school services in Milan. Building on the città-IN project, the study combines user surveys and participant observation to explore empowerment gaps in language accessibility, information adequacy, and actualisation of rights. The findings reveal the systemic nature of barriers that constrain immigrant parents, particularly mothers, in navigating school-related administrative services, and highlight the crucial mediating role played by local intermediaries. The chapter concludes with policy and design recommendations for enhancing the inclusiveness, communicative capacity, and digital accessibility of school ecosystems.
