The paper examines how entrepreneurial ecosystems can support economic development and talent retention in regions experiencing demographic decline, such as rural, peripheral, and post-industrial areas. It integrates insights from entrepreneurial ecosystem theory, institutional theory, and talent-led regional development, highlighting the strategic role of business incubators in strengthening local entrepreneurship and mitigating brain drain. A mixed method approach (desk research and structured interviews with key informants) is adopted to four case studies located in Ireland, Italy, Spain, Bulgaria and Romania.
