Milan established its first resilience planning strategy in the year 2018 in concomitance with the start of the CLEVER Cities project. The goals and targets related to climate change adaptation and mitigation measures, aimed at implementing NbS in high density areas with particular attention to lower income neighborhoods. The approved Governmental and territorial plan (PGT2020) also highlights a new green index that encourages new buildings to implement green vertical solutions in their structures. Finally approved in 2022, the Territorial Metropolitan Plan (PTM 2030) indicates a priority of 33 types of NbS to be considered within major axial projects of urban development within the city in order to mitigate urban heat island effects as well as water run-off problems within the city.
