Drawing on the creative class literature and complex systems theory, the essay frames the Milan design ecosystem as a stratified, bottom-up cultural infrastructure articulated across material dimensions — studios, laboratories, universities — and immaterial ones — collaborative ethos, tolerance, experimentation. This infrastructure faces mounting pressures from digitisation, sustainability demands and systemic fragility. To govern these transitions, the authors propose a stakeholder pact structured as a transition arena, combining bottom-up community agency with institutional strategic capacity, transforming design into a mediator between plural interests and the city as a common good.
