The contribution argues that Milan's territorial competitiveness rests on an invisible infrastructure of networks, trust and shared culture rather than on investment volumes alone. Drawing on the creative class literature and complex systems theory, the essay frames the Milan design ecosystem as a stratified, bottom-up cultural infrastructure articulated across material dimensions — studios, laboratories, universities — and immaterial ones — collaborative ethos, tolerance, experimentation. This infrastructure faces mounting pressures from digitisation, sustainability demands and systemic fragility. To govern these transitions, the authors propose a stakeholder pact structured as a transition arena, combining bottom-up community agency with institutional strategic capacity, transforming design into a mediator between plural interests and the city as a common good.
