In the field of disaster resilience, the European Critical Entities Resilience (CER) Directive (EU) 2022/2557 requires Member States to adopt a more systemic approach to assessing potential impacts on their critical infrastructure and to strengthen the operational capabilities of critical entities following incidents that may disrupt the provision of essential services, whether as a result of climate change or the simultaneous or cascading occurrence of multiple natural hazards. In parallel, the European Commission (2023/C 56/01) has identified priority objectives aimed at addressing disaster risk management and prevention through an integrated, cross-sectoral approach encompassing anticipation, preparedness, early warning, and response, rather than focusing solely on protection. Among the sectors identified as critical, transport infrastructure currently faces numerous challenges in becoming not only sustainable and efficient but also resilient to multiple natural hazards. Against this European regulatory background, the contribution presents the conceptual framework and methodology developed through a recent collaboration with Regione Lombardia to assess the exposure of transport infrastructure under multi-hazard conditions in support of civil protection planning. The methodology, which also employs Geographic Information Systems (GIS), has made it possible to rank areas according to different levels of exposure of the transport network in the province of Brescia under multi-hazard conditions.
In materia di resilienza alle catastrofi, la Direttiva Europea CER (2022/2557) richiede agli Stati Membri di adottare un approccio più sistemico nella valutazione di potenziali impatti sulle proprie Infrastrutture Critiche, migliorando le capacità operative dei soggetti critici a seguito di incidenti che possono perturbare la fornitura di servizi essenziali, sia per effetto del cambiamento climatico che per l’accadimento simultaneo o a cascata di più calamità naturali. Contestualmente, la Commissione Europea (2023/C56/01) ha più di recente individuato obiettivi prioritari che intendono far fronte in modo congiunto e trasversale al tema della gestione e prevenzione dei rischi di catastrofi attraverso l’implementazione di attività di previsione, preparazione, allerta, risposta, e non più solo di protezione. Tra i settori identificati come critici, quello relativo alle infrastrutture di trasporto vede attualmente molteplici sfide aperte su come rendere questo sistema - oltre che sostenibile ed efficiente - anche resiliente ai disastri naturali multipli. In considerazione del contesto normativo europeo, si presenta il percorso concettuale e la metodologia definita nell’ambito di una recente esperienza di collaborazione con Regione Lombardia, per la valutazione dell’esposizione di infrastrutture di trasporto in condizioni di multi-pericolo, a supporto della pianificazione di Protezione Civile. La metodologia sviluppata ha permesso di definire - anche tramite strumento GIS - una graduatoria tra aree caratterizzate da diversi livelli di esposizione della rete di trasporto bresciano in condizioni multi-pericolo.
