Renewable energy communities play a crucial role in promoting sustainable energy transition by enabling local energy sharing and optimizing resource utilization. This study presents a multi-criteria evaluation framework to assess the viability and impact of RECs at the municipal level. Three key indicators are analyzed: energy poverty risk, grid congestion, and environmental benefits associated with electric mobility. A novel methodology is introduced to quantify these factors using publicly available data, integrating them into a comprehensive decision-making tool for policymakers. The results, applied to the Italian context with a focus on Lombardy, highlight critical areas for intervention, guiding targeted policies and investment strategies.
