Between 1926 and the end of Second world war, Ragusa was at the center of an ambitious urban architectural program aimed to equip the newly elected capital of the province with all the infrastructures and representative places of the fascist government in charge. The aim of this contribution is to inquiry the role of Filippo Pennavaria, undersecretary of the Ministry of Telecommunications who shaped the image of the city according to his idea, and that of the local politicians and professionals, still unclear.
