In Malaysia, there is still a lack of awareness of the impacts of construction and demolition (C&D) wastes to the environment despite the robust growth of the construction industry. This study was conducted to identify the most suitable waste minimisation strategies to be adopted throughout the construction cycles via obtaining views from the expert panels. A three rounds of Delphi technique were conducted; in which the analytical hierarchy process (AHP) was incorporated in the second round. Experts’ opinions of government agencies, developers, consultants and contractors were gathered to carry out this study. The results reveal that there is needs to integrate the principles of reduce, reuse and recycle at each stage of the construction cycles. Furthermore, it was observed that the most fitting waste minimisation strategies that can be used throughout the construction cycle are modern construction modern, improving and tightening regulation and improve site management. Consequently, a conceptual framework of C&D waste management has been developed based on the inputs from the study.
