Per un piano utile

Drawing on the framework law on spatial planning proposed by the Italian National Institute of Urban Planning (INU) in 2023, which comprehensively redefines the methods and substantive scope of urban and territorial governance, this contribution examines three seemingly antithetical yet complementary pairs of concepts that best capture the innovative features of a reformed urban plan: rules versus principles, conformity versus coherence, and prefiguration versus configuration. Rather than being mutually exclusive, these concepts can work together constructively to endow urban planning with the effectiveness, necessity, and practical value required to restore confidence in planning as a method.

A partire dalla legge di principi per il governo del territorio proposta dall’INU (2023), che ridefinisce organicamente metodo e contenuti del governo di città e territori, il contributo approfondisce e argomenta i tre binomi antinomici, non esclusivi ma virtuosamente concorrenti, che meglio descrivono i caratteri innovativi di un riformato piano urbanistico, al fine di conferirgli l’efficacia, la necessità e l’utilità necessarie per restituire credibilità al metodo della pianificazione: regole vs principi, conformità vs coerenza, prefigurazione vs configurazione.
