Looking into the general mechanism of operationalisation of the plan formulated for cities and local public authorities, as well as through its implementation in the city of Bologna, the contribution tries to provide a contrasting picture of the state of play concerning its urban dimension. Secondly, we argue to what extent the plan supports institutions’ capacity to enable rather than “fragilise” in the post-pandemic period and we will conclude by offering elements to feed the general debate.
