Logistics zones, e-commerce and governance of the territory: directions for an integrated assessment of externalities The proposal for an integrated assessment of the externalities generated by the various containers in the logistics chains represents a first methodological approach to the issue of governing this complex spatial and settlement phenomenon, conditioned today by the significant investments of the National Plan for Recovery and Resilience (PNRR) in the development of logistics for the farming and food industry, in the consolidation of intermodality and integrated logistics, in activating simplified logistic zones. To start by assessing the impact on the local road networks affected by heavy traffic, the effects on the residential and commercial real estate market, on the transformation of the environmental and functional vocations of ample extra-urban territories, on the dynamics of the job market, means starting to shift the attention of the public decision-makers and the city planning discipline towards the definition of new practices to regulate logistics services, with an eye to achieving a measurable regional, social and economic sustainability of the projects, consistent with the current European and national legislative framework.
La proposta di una valutazione integrata delle esternalità generate dei differenti contenitori della catena logistica rappresenta un primo approccio metodologico alla questione del governo di questo complesso fenomeno spaziale e insediativo, oggi condizionata anche dagli importanti investimenti del Piano nazionale di ripresa e resilienza (PNRR) sullo sviluppo della logistica per il settore agroalimentare, sul consolidamento dell’intermodalità e della logistica integrata, sull’attivazione delle zone logistiche semplificate. Partire dalla valutazione degli impatti sulle reti viabilistiche locali interessate dal traffico pesante, sugli effetti sul mercato immobiliare residenziale e commerciale, sulla trasformazione delle vocazioni ambientali e funzionali di estesi territori extraurbani, sulle dinamiche del mercato del lavoro, significa iniziare a spostare l’attenzione del decisore pubblico e della disciplina urbanistica verso la definizione di nuove pratiche di regolazione dei servizi logistici, nell’ottica di una misurabile sostenibilità territoriale, sociale ed economica dei progetti, in coerenza con l’attuale quadro normativo comunitario e statale.
