The pandemic affects everyone closely, and has found most countries unprepared; this demonstrates that, in a context that has become permanently unstable (Schön 1971), the emergencies we may encounter are increasingly unknown and can take on unexpected and unpredictable forms. We have discovered ourselves to be fragile. And that fragility is due not to poverty or lack of resources, but to their opposite: to accelerated economic and technological development that produces ruptures and perverse effects.
