Cities reacting to health outbreaks: a challenge for urban planning, from the modern age to the global pandemic

Has the global pandemic innovated the relationship between health and urban planning? To answer the question, the contribution investigates two salient episodes of modern town planning in England and Italy that show how hygiene and sanitation have guided the transformation of the city. It then analyzes two international movements of the 1990s that develop the issue of health interpreting it as wellbeing. The third part explores the reactions of local governments to Covid-19 in some cities in Western countries. The conclusions highlight a framework in which aspects of continuity rather than innovation prevail.

La pandemia globale ha innovato la relazione tra salute e pianificazione urbana? Per rispondere all’interrogativo, il contributo ripercorre due episodi salienti dell’urbanistica moderna in Inghilterra e Italia che mostrano come l’igiene abbia guidato la trasformazione della città. In seguito, analizza due movimenti internazionali degli anni Novanta che riprendono il tema inteso come benessere. Nella terza parte esplora le reazioni dei governi locali al Covid-19 in alcune città dell’Occidente. Le conclusioni restituiscono un quadro critico in cui prevalgono aspetti di continuità piuttosto che di innovazione.
