The text recalls some salient aspects of Massimo Montella's contribution to the operational application of “programmed conservation”, intended both as a great vision and as a concretely operational strategy. Montella was able to work in the roles of the Umbria Region in the 1970s, when the newly established Italian regions were inventing their role in territorial and cultural policies and, moreover, when Umbria took on the role of the marching wing of integrated actions in the field of heritage, according to the vision of Giovanni Urbani and Bruno Toscano. The ethical coherence emerges between Montella's action as a public official and the theoretical reflections that can be traced back to his writings, which include some clear and advanced indications for prevention conducted on a territorial scale.
