Abstract

This contribution builds on a selective set of definitions and interpretations of risk and resilience with the aim of operationalizing those terms and their assessment to support land use and urban planning activities. It then draws on a research, studies and practitioners’ guidelines to provide some tools and instruments that planners have at their disposal to first mainstream disaster and resilience knowledge into more traditional analyses and information they use to develop, transform or preserve cities, part of cities and territories and secondly to use planning as a non structural mitigation measure as recommended by several scholars and international organisations, including by the UNDRR through the Sendai Framework.
