This paper reports the results of an activity of scientific advice for the winning project of the national competition for the construction of a new building for the Fondazione Collegio delle Università Milanesi. Starting from the project submitted to the IV MIUR funding tender in 2016, the attention is focused on the issue of the quality of the project and its development up to the detailed design phase within the current regulatory and procedural models defined by the MIUR and the Public works laws for the design and construction of temporary residences for university students.

Abstract
