Collaborative public procurement: an initial conceptual framework

This chapter develops an initial conceptual framework for collaborative public procurement from a review of the literature and an international survey. Collaborative public procurement is the horizontal collaboration of government procurement organisations to design and launch joint tenders. The conceptual framework proposes that the type of collaborative public procurement, the processes, the outputs and the performance are related to each other.
