The article describes the principles of forming a year-round tourism and recreation cluster, identifies aspects of designing an ethno-cluster. The feasibility of cluster formation in Bakhchysarai district is analyzed, the prerequisites for the development of the tourism sector in the district are identified, as well as negative factors affecting the development of ski tourism there. Russian and foreign experience in the design of recreational facilities is studied. The article presents statistical data on the distribution of tourist flows, as well as comparative data on the quality of tourism services in the Soviet era and now. It is proposed to comprise the cluster from light, low-costs structures; an economic justification for the decision is provided. The main principle is formulated: the cluster has to have no significant impact on the environment.
