The paper presents an overview of the common regulatory framework for railway safety. Safety levels in the Community railway system are generally high, in particular compared to road transport. However, it is necessary to very least maintain safety during the liberalization process and, in line with technical and scientific progress, to further improve it, when reasonably practicable, taking into account the competitiveness of the rail transport mode. The paper will analyze the requirements present in the common standards and will propose a guide to choose the best method for the risk evaluation.
