This paper examines the vulnerability and accessibility of railway networks in emergency conditions using the road system with particular reference to open air routes. The goal is to implement a Decision Support Tool – DST useful to evaluate the accessibility of the railway arcs that make up a rail network. The tool is used in a pre-event and a post-event phase: in the first, interventions improving accessibility can be planned and scheduled, while the second concerns joint management of emergency which requires the arrival of rescue teams as soon as possible.

Abstract
